Beth Lyons is a consistent, resilient, and positive leader. She leads with vision and proactively engages the Board, staff, and vendors to manage pooling operations. Lyons is service-minded and results-oriented and has excellent communication skills. She has a track record of consensus building which enables Boards to make tough decisions. For more than 15 years, Lyons has served as either the Assistant Executive Director or the Executive Director for multiple pools. Lyons currently serves as the Executive Director, at the pleasure of an 18-member board, for a pool with a $26 million operating budget. She oversees liability and workers’ compensation self-insurance pools and coordinates purchase and administration of commercially insured programs such as property, earthquake and flood, auto physical damage, crime, and cyber liability. Lyons also manages legal, governance, and policy projects and initiatives and directs the activities of vendors and strategic partners to ensure efficiency and cost savings for the pool.

She has worked with self-insurance pools for nearly two decades and has been with RPA since 2016. Prior to joining RPA, she worked with Bickmore (serving ICRMA, LAWCX, and BLPC), California JPIA, City of West Hollywood, and the Downtown Long Beach Associates.

She has a Bachelor of Arts degree in Psychology from the University of South Dakota, and an Associate in Risk Management for Public Entities (ARM-P) from American Institute for CPCU. Lyons was chair of the CAJPA Professional Development Committee from 2008-2010.
